My suggestion is to implement

1) Owner bid.. no COE no need to go Showroom

2) Pay what you bid

Like that, the COE should be at the correct level.

my recommendations is to increase petrol and ERP taxes and get rid of COE altogether!

this will make people think thrice about driving... the way to curb congestion is to reduce usage, not ownership!
