Currently using Goodyear AS3 tire which cost about $200 per piece. I don't drive above 100km/h so will just need normal tire, no need high performance. Looking to cut expenses. Any recommendation to go below $200 per piece without compromising on safety? 

All advises and recommendations are most welcome.

I've used Pirelli Cinturato P7 for the last 10yrs, and I find them to be a great tire for daily use both wet and dry.  I don't know if they're as affordable as they used to be though.

How about Goodyear Eagle F1 AS5?  Think they're about $175 a piece.
