speed entrapment ?

i was just pumping petrol at shell station(outside of serangoon gradens) along yio chu kang road towards (Serangoon staidum) a while ago ..

 

As i was about the drive off to join yio chu kang road, i notice a person (wearing a supposedly high visibility vest but is quite dirty and not that highly visible) hiding behind the road side sign of the shell station, meaning if you are driving along the road, you can't see her.

 

Apparantly she is holding what looks like a mobile speed camera, hand held. She was aiming it at the back of the moving cars and buses. I also notice a digital camera mounted on a tripod along the road very close to where she was standing. 

 

She does not appear to me to be someone who knows traffic law and her chin cha civilian dressing make it worst. Don't look authoritative at all.

 

Is LTA is coming out with something new for drivers in Singapore or am i mistaken. 

 

I am wondering if fellow drivers has seen this before.

 

In anycase i think we should stick to the speed limit, drive safely & defensively.  If you wanna release some frustration, do it safely on a track.
