 Unsure on what you meant by collector's item. From the picture, no signs of commemorative insignia, logo or such. No matter 7% GST or what. Bar do not have worksmanship.

 

In anyway, just my 2cts worth. No point arguing.

The 7% GST is levied on bars that are not on the LBMA list, nothing to do with workmanship.
